Mandela rejects De Klerk's plan

JOHANNESBURG, South Africa Nelson R. Mandela on Saturday rejecteda government proposal for an elected "executive council" to replacethe presidency during the transition under a new constitution,calling the plan a mockery of democratic principles aimed at keepingwhites in power.

Mandela's stance, the first official reaction from the AfricanNational Congress, seemed certain to kill the executive councilproposal, which President Frederik W. de Klerk made public with greatfanfare Thursday in a bid to gain leverage at the negotiating table.
