FED:Demand for community services outpace funding
A survey just out shows demand for community social services post-GFC continues to
outstrip funding increases.
The Australian Community Sector Survey shows one in 20 people - around 345 thousand
- were turned away from the 745 community welfare agencies in the past year.
That's up nearly 20 per cent on the previous year.
Australian Council of Social Services chief executive CASSANDRA GOLDIE says the growing
need for help shows the benefits of the economic recovery aren't being spread around.

BRISBANE, Feb 2 AAP - Queensland's coalition leaders say they will be Premier Peter
Beattie's "worst nightmare" when they take a new approach to the first state parliamentary
sitting of the year next week.
Nationals leader Jeff Seeney and Liberal leader Bruce Flegg last week nutted out a
new agreement under which Mr Seeney will become premier if the coalition wins the next
state election.
They also pledged to take a "one-team approach" to put to rest squabbling between the
two parties after last year's devastating loss to Labor.
Mr Seeney said the coalition's fresh approach would be on display when parliament resumed
on Tuesday.
"The new one-team approach would be Peter Beattie's worst nightmare," Mr Seeney said.
"In the past, the ALP has tried to score points by playing up divisions between the
coalition parties.
"Mr Beattie will try and use political stunts to try to divide us but we are more than
ready for his cynical ploys."
Mr Seeney said he and Dr Flegg would focus on "the sleazy Labor government and its
failings" during the sittings.
The Beattie government faces a potentially explosive parliamentary year, with scandals
surrounding former ministers, anger in Aboriginal communities and among police over a
Palm Island death in custody and new water projects likely to be on the agenda.

Three states say they're struggling to deal financially with the growing numbers of
people smugglers facing court in their jurisdictions.
New South Wales .. Queensland and Western Australia have raised funding issues associated
with people smuggling prosecutions.
In a reply to a question from Liberal senator RUSSELL TROOD the federal government
says funding is allocated to states for legal services based on the actual population
of a state or territory rather than the number of federal prisoners within each jurisdiction.
It says none of the states or territories had raised their concerns during talks between
June 2009 and February 2010.

CANBERRA, Aug 20 AAP - A key player in the removal of Kevin Rudd - union official Paul
Howes - has come out in support of Prime Minister Julia Gillard's fresh attack on Tony
Abbott over Work Choices.
With the latest Newspoll showing Labor's primary support has fallen three points to
35 per cent, Ms Gillard launched a fevered assault against the opposition leader on Friday
morning.
"There is a real risk that Mr Abbott will be prime minister of Australia on Sunday,"
the prime minister said while standing in front of a group of workers in Gosford.
"If Mr Abbott is elected as prime minister Work Choices will be back."
Mr Abbott has repeatedly assured voters that Work Choices is "dead, buried and cremated".
He's also promised to leave Labor's Fair Work laws untouched in the first term of a
coalition government.
But Ms Gillard on Friday said he was trying to "hoodwink" voters.
It was a line that won immediate support from Mr Howes - the national secretary of
the Australian Workers' Union who played a pivotal role in Mr Rudd's downfall in June.
He threw the support of his union behind Ms Gillard early on, arguing a leadership
change was in the best interests of AWU members.
A day out from Saturday's poll, the union boss said an Abbott government would reintroduce
individual employment contracts "at the earliest opportunity".
"Tony Abbott and the Liberals have a not-so-secret plan to re-introduce the hated,
ugly individual employment contract AWAs," Mr Howes said in a statement.
There was evidence the global financial crisis was not yet over "and only Labor can
handle these tough economic times in a way that protects the interests of Australian working
people".
The coalition's campaign headquarters has issued a release that Labor had reverted
to type with "negativity, fear, smears and lies".
Mr Abbott reiterated he wouldn't be touching workplace laws.
"Our overriding commitment is to democracy and to respect the judgement of the people,"
he said, referring to the 2007 election result, which was seen as a clear rejection of
the Howard government's Work Choices regime.
"The clear message I've had from people over the last six months is that they've had
too much change in workplace relations.
"They just want stability - and that's what they'll get from us."
Opposition frontbencher Joe Hockey said the government was panicking after seeing the
latest poll.
"They are seriously hyperventilating," he said

The Queensland opposition says the state government should act quickly on the idea
of giving commuters a free ride in off peak times .. to free up packed commuter buses
.. trains and ferries.
Transport Minister RACHEL NOLAN said this morning she was considering several ideas
.. including free travel ahead of peak hour .. and off-peak travel on commuter Go cards.
However she said the resulting loss of 12 million dollars income would slow the roll-out
of new trains and buses.
Shadow transport minister FIONA SIMPSON says the Liberal National Party would back
free train travel into Brisbane between six and seven am .. and out between six and seven
pm.

Qld: Thin-skinned MP won't quit rough and tumble political arena

GOLD COAST, Dec 16 AAP - A Queensland MP who threatened to sue two elderly women who
publicly criticised him has admitted he's got a thin skin.
But despite his sensitivities, and Premier Anna Bligh urging him to consider his future,
Labor MP Phil Gray says he has no intention of quitting the rough and tumble world of
politics.
Mr Gray, who holds the marginal state seat of Gaven on the Gold Coast, has been accused
of bullying after sending letters threatening to sue two elderly women.
In the latest case, he reportedly demanded a 63-year-old Labor supporter pay him $10,000
for "hurt and embarrassment" over comments she wrote about him in an internal party report.
The threat was withdrawn after the media picked up on the story.
Mr Gray also withdrew an earlier threat to sue another elderly lady after she said
she wouldn't vote for him at a public meeting in November.
His behaviour prompted Ms Bligh to issue two formal rebukes, and a recommendation that
the MP take some time to weigh up his future.
On Tuesday, Mr Gray admitted he'd over-reacted but would not turn his back on politics.
"I over-reacted, it's as simple as that," he told AAP.
"I made a mistake. Most people in life make mistakes and I think it serves no purpose
to not admit it.
"But I never questioned (my future in politics). I have every intention of serving
Gaven past the next election."
Mr Gray, who was elected in 2006 and faces an election in 2009, said he regretted his
actions and had since sent letters of apology to both women.
He said he'd been deeply hurt by their words, but denied he was in the wrong job.
"What I needed was a tougher skin and I've certainly developed that after the past
few weeks," he said.
"I think I just had a bit to learn from the transition from a community volunteer worker
into politics.
"Although I am probably legally entitled to defamation action, whether I'm politically
entitled is a different matter.
"If I'm in this game I need to accept that."

Gym: Liukin looks back on surprise landing

BEIJING, Aug 11 MCT - The most memorable image of Nastia Liukin from her qualifying
round at the Beijing Olympics will be the Texan gymnast falling flat on her back after
her somersaulting dismount from her signature event, the uneven bars.
But it won't be the defining one.
Liukin - and the shorthanded United States, shaken by a late injury to Samantha Peszek
while warming up - certainly had their trying moments as they opened Olympic competition
at the National Indoor Stadium yesterday.
But the 18-year-old Liukin and her American teammates showed grit, pulled themselves
back up and came out OK for their spills and trials.
"After I fell, I was sitting there like 'what am I doing on the floor?"' Liukin said.
"'I'm not supposed to be here.' . . . Other than that I felt like I had a very good day."
Rival and host China topped the US in qualifying, 248.275 to 246.8. Third-place Russia
tallied 244.4.
But the nations competed in different subdivisions, not head-to-head, and the numbers
will be thrown out moving forward. The scoring in Wednesday's team final will be a different
deal as three gymnasts compete on each apparatus for each nation, with all three scores
counting.
Two Americans finished atop the all-around standings. Iowan Shawn Johnson, the reigning
world all-around champion, and Liukin were 1-2. China's Yang Yilin was third; Russia's
Ksenia Semenova fourth.
In addition to team finals, where the US will try to win Olympic team gold on foreign
soil for the first time, Liukin qualified for the all-around finals and individual finals
on balance beam, floor exercise and bars. Her routine on the bars is so hard she can sustain
the eight-tenths lost for the fall.
Johnson also qualified for the all-around and floor and beam finals. Alicia Sacramone
qualified for vault finals.
But back to the drama.
The confident US, the reigning world champions, were finishing warm-ups at the training
venue, when Peszek sprained her left ankle doing a tumbling pass.
"We all kind of freaked out," Liukin said.
Peszek, like teammate Chellsie Memmel, injured in training a week before, could compete
only on bars, doctors decided.
This left the US in a lurch. The qualifying round allows for five of a team's six gymnasts
to compete on each apparatus, with only the top four scores counting. When you've got
only four gymnasts on three of the four events, you lose any wiggle room.
"We certainly stressed that four scores count, and we still have four people," said
US national team coordinator Martha Karolyi. "'You can do it guys - and the responsibility
is on your shoulders."'
The Americans did so-so opening on floor. Liukin and Johnson hit their routines, but
Bridget Sloan and Sacramone, usually a star on floor, lost points for stepping out of
bounds.
They looked fine on vault and appeared to have pulled it together.
They paraded to the bars, where disaster awaited.
Already their weakest event, the US gave up big points to China.
Peszek, Sloan and Johnson performed well enough. But Memmel, capable of a high-scoring
routine, missed the bar after a release move.
Liukin, the big gun on bars, whirled around, all perfect lines and elegance.
Then, boom. As she landed her dismount, she sprawled backward.
Though dad/coach Valeri reassured her, Liukin was worried she wouldn't make the bars
individual finals. It did get hairier than it should have, as she was fifth overall (scoring
a 15.950; her personal best is 17.1) and only the top eight advance.
The only rotation remaining was the beam - not a good event to tackle flustered and
down a teammate - but the US showed heart.
Sloan, Sacramone, Liukin and Johnson all nailed their routines.
"We stayed really strong," Liukin said.

MELBOURNE, April 1 AAP - The Victorian bureaucrat in charge of the state's problem-plagued
new transport ticketing system has walked away from his $540,000-a-year job without explanation.
The Transport Ticketing Authority (TTA) announced today its chief executive, Vivian
Miners, had terminated his contract "by mutual consent" - one day before he is due to
give evidence to a parliamentary committee on the ticketing tender.
The state government established the TTA in 2003 to implement a new $1 billion smartcard
system for public transport, known as myki (pronounced my key).
Under Mr Miners, the ticketing system was due to start operating a year ago, but is
now running at least three years late.
The tendering process has created probity concerns, and Mr Miners himself faced conflict
of interest issues for holding shares in a company that was part of each of the two shortlisted
consortia.
In a statement released today, the body's chairman, Professor Michael Pryles said the
decision was effective immediately and Mr Miners had agreed to remain available to assist
the authority on technical matters if requested.
But opposition transport spokesman Terry Mulder demanded a better explanation.
"He is Victoria's highest paid public servant," Mr Mulder said.
"I just don't think a bland statement of `departure by mutual agreement' is satisfactory
because he's been on the taxpayers' purse for such a long period of time.
"My grave concern is that this project's taking water at a rate of knots, it's sinking."
The latest TTA annual report shows Mr Miners was paid at least $540,000 last financial year.
However, the report also says the amount includes conditional payment of performance
incentives for the three previous years, which were held by TTA as part of its key persons
retention strategy.
"These payments are subject to full repayment in the event of early termination of
employment contracts," the report says.
Mr Miners is due to give evidence tomorrow before the Public Accounts and Estimates
Committee about the ticketing tender.
Last October, Victorian Auditor-General Des Pearson tabled a report on the tender which
discussed the conflict of interest involving Mr Miners, who held about $1,700 worth of
shares in consultancy company Headstrong.
The report said Mr Miners formally declared his shares and tried unsuccessfully to
get rid of them.
Later, in December, a leak exposed hundreds of draft documents by the auditor-general's
investigators claiming the contract bid was riddled with conflicts of interest.
The documents alleged the winning tenderer, Boston-based information technology firm
Keane, had inside information on the contract.
Keane won the tender as leader of the Kamco consortium - Keane Australia Micropayment Consortium.
The documents also claimed the TTA backdated a document to eliminate a rival tenderer.
The findings were not included in the auditor-general's final report.
However, Mr Pearson stood by his report, saying backdating the document was acceptable
and the other matters had not been substantiated.
The audit found no evidence of corruption and no evidence that the conflicts of interest
led to biased treatment of particular tenderers.
Myki is expected to cost about $1 billion, including $494 million in start-up expenses,
plus operating costs.
The government has attributed the project's delay to software glitches.
Howard Woodall has been appointed to the authority's new role of chief operating officer.

SYDNEY, Aug 30 AAP - Three more horses at the Randwick stable of trainer Anthony Cummings
have been found with elevated temperatures.
"I have a few with temperatures but we will see what comes back because they were all
tested this morning," Cummings said.
"It will be interesting to see what those results show."
One of his gallopers, unraced gelding Paxton, returned a positive preliminary test
to equine influenza (EI) overnight.
Cummings is expected to have results of further confirmatory tests later today.
There were hopes Paxton's initial results showed a false reading as the gelding was
showing no clinical signs of EI this morning and appeared to be improving.
However, Cummings today confirmed that situation had since changed and Paxton was again
displaying a fever.

BRISBANE, April 16 AAP - The man who considered challenging Queensland Liberal leader
Bruce Flegg has been promoted in an opposition frontbench reshuffle.
Liberal MP Tim Nicholls was today appointed opposition spokesman for the new portfolio
of public transport and traffic management as part of a new look frontbench aimed at targeting
Queensland's next "major crises".
The move comes less than a month after the member for Clayfield, who was elected only
last year, considered challenging Dr Flegg for the top job but did not have the backing.
Dr Flegg said Mr Nicholls' promotion was not linked to the attempted leadership coup.
"It's not something that we've arrived on overnight, we've worked on this, in fact,
for months," he said.
Mr Nicholls, who was previously opposition spokesman for tourism, fair trading and
wine development, said he was excited about his new position.
But he raised speculation about his future after refusing to rule out another challenge
before the next election.
"Bruce is the leader of the party. While Bruce is the leader of the party he has my
support," Mr Nicholls said.
"My main aim is to concentrate on ... develop(ing) transport policy for Queenslanders."
In other changes to the frontbench, Liberal MP Ray Stevens will add housing affordability
to his public works portfolio.
Nationals MP Fiona Simpson will have tourism added to her responsibilities of opposition
spokeswoman for state development, employment, industrial relations and small business.
Liberal MP Mark McArdle will take on fair trading issues on top of his legal affairs portfolio.
Nationals MP Vaughan Johnson's title has been amended to opposition spokesman for transport
infrastructure and main roads.
Opposition Leader Jeff Seeney said traffic congestion, overcrowded public transport
and a lack of affordable housing were looming as the next "major crises" facing the Queensland
government.
"We're going to focus on the areas where crises are developing," he said.
"It is the first step in building the policy platform that we believe can make us an
alternative government."
Dr Flegg said the changes marked a turning point in the structuring of the opposition's
frontbench, no longer mirroring the Beattie government's ministry.

MELBOURNE, Dec 15 AAP - Weary Victorian firefighters have begun taking stock of a disastrous
day in which bushfires destroyed several houses and a man died.
A 48-year-old man was killed near Heyfield in Gippsland last night when he fell from
the back of a moving trailer and was run over while battling a blaze on private property.
Earlier, in the state's north-east, at least nine houses were destroyed, including
five at Gaffneys Creek and four at A1 Settlement.
Houses were also razed in the Gippsland communities of Toongabbie, Cowarr and Seaton
as a new blaze, believed to have been deliberately lit, swept through the region.
The Department of Sustainability and Environment (DSE) had said the full extent of
the damage would not be known until after daybreak.
State duty officer Mark Woodman said communities around Gaffneys Creek and the A1 Settlement
were still on high alert, but the fire danger had eased elsewhere.
He said the intensity of yesterday's blazes took firefighters by surprise as the mercury
hit the mid-30s and winds gusted at more than 60km/h.
"It was always going to be a bad day but the forecast was actually revised yesterday
morning, it turned out to be a worse day than we were anticipating," Mr Woodman said.
"It basically was warmer than we were expecting and (the wind) a little bit stronger."
Mr Woodman said firefighters would take advantage of cooler weather today to get ahead
of the fires but but would first have to map their position.
"In a broad sense the fires in some areas have moved quite a lot, I guess the focus
will be on assessing exactly where it is they are so we can put control lines around them.
"We have got a few days now of reasonably mild conditions and we should be able to
make some progress."
Twelve fires are still raging out of control and have so far burned out almost half
a million hectares.

The USA regarded Arbenz as a ‘puppet’ manipulated by the Communists. However, although a number of Communists held positions of high office in his administration, his Salvadorean wife, María Villanova, was perhaps closer to the Guatemalan Communist Party (PGT) than Arbenz himself. Trade union organization grew under Arbenz: by 1954 50 per cent of the 600,000 workers and peasants were organized. United Fruit conspired with the CIA, the US State Department, and internal opponents of Arbenz to overthrow him. In June 1954 a US-backed rebel force, led by Colonel Castillo Armas, invaded the country from neighbouring Honduras. However, the main military action was bombing raids by US planes. Arbenz capitulated when army representatives demanded his resignation. His later years were spent in Cuba and Mexico, actively seeking democratization in Guatemala. In 1995 his remains were returned to Guatemala and buried with full state honours.

Fujitsu PC Corporation (FPC), a wholly-owned subsidiary of Fujitsu, Ltd., today announced the release of its next generation of notebook computers with the LifeBook(TM) E Series. FPC's new product line is a high-performance, desktop replacement and is available in three recommended configurations or customizable for users requiring an individualized mobile computing solution.
The LifeBook E Series is shipping in volume and available through FPC's retail and reseller channels(1) as well as at www.fujitsupc.com or 1-877-372-3473. Prices for the company's desktop replacement notebook range from $1,499 to $2,399 MSRP.
Although the three recommended LifeBook configurations are designed to fulfill a variety of computing requirements, users also have the option to customize their notebooks by utilizing FPC's Configure To Order (CTO) program.
All of FPC's LifeBook E Series, both the recommended and customizable models, feature a mobile Pentium(R) III processor with Intel(R) SpeedStep(TM) technology. Users have the option of selecting a processor with speeds of 650MHz, 750MHz or 850MHz to better meet an individual's computing requirements and making it the most powerful notebook available from FPC. This processing power allows the notebooks to easily manage today's most intensive applications.
FPC's products are known for their innovative options and this new desktop replacement is no different. The notebook incorporates a standard flexible bay for added computing functionality to allow users to swap devices, such as a CD-ROM, DVD, CD-RW, SuperDisk(TM), floppy disk drive adding to the units flexibility. In addition, to the optical and storage device options users can utilize the flexible bay to house a second battery. This extends battery life up to 8 hours2. The bay also supports previous generation accessories enhancing the new notebook's total cost of ownership.
FPC's goal is to provide its clients with the highest level of security and flexibility options available. This is reflected in the LifeBooks E Series through the integration of a built-in Smart Card Reader(3) and Application Panel. The built-in Smart Card Reader provides users a range of applications such as secure online transactions, personalized authentication services, access to personal data storage and an "e-cash" payment option. FPC's Smart Card Reader needs to be complimented by third-party software and Smart Card Holder to process data.
The Application Panel features four programmable one-touch launch buttons for access to a variety of applications including email and Internet. The notebook comes with a software utility allowing users to define each button further enhancing the functionality of the unit for users.
The LifeBook E Series integrates leading-edge audio and video capabilities, including ATI Rage Mobility(TM)-M4D graphics controller with 16MB video RAM, a modular 8X DVD player, a 14.1" XGA TFT display and audio chip with wavetable technologies to provide desktop equivalent multimedia services in a notebook form factor. The integration of the new ATI Rage Mobility-M4D supplies users with the best graphics controller available in the marketplace to enhance high-resolution graphics and video presentations.
With three industry standard, operating systems available, the LifeBook E Series offers users the option of Microsoft (R) Windows(R) 98 Second Edition, Windows 2000 Professional or Windows Millennium Edition. This versatile selection of operating system allows for easy integration into a variety of different environments.
The LifeBook E Series features a full suite of connectivity services including a built-in 56K(4) V.90 modem and an integrated 10/100 base-Tx Ethernet standard allowing for communication in any type environment. Also for users wanting the ability to send and receive data remotely and un-tethered, the LifeBook E Series has two Type II or one Type I PC Card slots making it "wireless ready" with third-party integration.
This desktop replacement measures 12.13" wide by 10.39" deep by 1.52" high, weighs approximately 6.0 pounds with a weight saver installed and is powered by a Lithium ion battery. Depending on processor speed a user can achieve different battery life results. Users with a notebook that features an 850MHz processor will receive up to 3.5 hours of battery life(2), while those machines with 750MHz and 650MHz processors increase to 4.5 hours of battery life(2).
The LifeBook E Series now employs a sleek cool silver (magnesium alloy) casing which improved its overall durability to better meet the needs of its small office, home office (SOHO) and corporate users.
